OTTC Certification of Vehicles for Russia and EAEU
The EAC certification and approval of truck and passenger cars in Russia and the countries of the Eurasian Economic Union is aimed at reliably ensuring the protection of life and health as well as the protection of the environment in the EAEU countries within the framework of the technical regulation TR CU 018/2011 On safety of wheeled vehicles.
This EAC vehicle type permit allows the import and registration of transport equipment on wheels on the territory of the Russian Federation and the Eurasian Economic Union (in Belarus, Kazakhstan, Armenia and Kyrgyzstan). The conformity assessment and the issuing of vehicle type approvals and EAC certificates in the field of vehicle safety are carried out by notified bodies accredited in the Eurasian Economic Union. The Federal Office for Technical Regulation and Metrology (Rosstandart) is responsible for accreditation in Russia.
Legal framework
On January 1, 2015, the new technical regulation TR CU 018/2011 On safety of wheeled vehicles (adopted by the Commission of the Customs Union № 877 of December 9, 2011) entered into force.
The Technical Regulations TR CU 018/2011 of the Customs Union On safety of wheeled vehicles sets the requirements for the safety of motor vehicles on wheels (e.g. trucks and passenger cars) before the placing on the market and putting into operation on the territory of the Eurasian Economic Union, and the requirements for the EAC marking or ECE marking.
Until July 1, 2016, the national conformity certificates shall be accepted for import into the countries of the Customs Union. From July 1, 2016 onwards, the technical regulation TR CU 018/2011 On safety of wheeled vehicles will substitute the national regulations such as GOST or Russian TR.
Conformity assessment for vehicles:
In accordance with the technical regulation TR CU 018/2011 On safety of wheeled vehicles, there are four types of certificates that prove conformity assessment with the safety requirements of the technical regulations.
Vehicle Type Approval – OTTS
This certificate is an important proof of the safety of new and series-produced vehicles imported in the territory of the Russian Federation and the Eurasian Economic Union.
The vehicle type approval (OTTS) shall be used as the basis for the import and release for the free circulation of motor vehicles into the territory of Russia, as well as for further sale and registration with the traffic police.
Chassis Type Approval - OTSсh
This certificate is similar to OTTS and is intended for series-produced vehicles which are not equipped with engines.
Individual operating permit for vehicles - OBTS
This certificate is intended for individually manufactured vehicles or for modernized vehicles which have either been manufactured in the territory of the Eurasian Economic Union or have been imported into the territory of the EAEU. This certificate is also valid for used vehicles imported for a personal use, which have been in operation for more than three years outside EAEU.
EAC Certification or EAC Declaration
There are two types: EAC Certificate or EAC Declaration that prove conformity assessment for safety-relevant parts of vehicles.
Area of use
The vehicle type approval, OTTS, or the chassis type approval, OTSсh, can be issued for the following vehicle types:
trucks
cars
buses
trailers and semitrailers
special vehicles
motorcycles, mopeds, quadracycles
Vehicle that are not subject for conformity assessment according to TR CU 018/2011:
motor vehicles with a maximum speed of up to 25 km/h
motor vehicles intended exclusively for sports competitions
cars and motorbikes older than 30 years
trucks and buses older than 50 years
temporary imports not longer than 6 months
off-road and heavy commercial vehicles
vehicles owned by refugees
diplomat vehicles
Required documents
Technical documentation for EAC certification
In order to request a certificate of conformity, one should provide the documents which enable the identification of a vehicle and make it possible to check compliance with the technical requirements of TR CU 018/2011, as well as information on the quality management system of the vehicle manufacturer. A list of the necessary documents can be found in Annex 12 to the technical regulation TR CU 018/2011.

Process of conformity assessment
The conformity assessment of vehicles and their components for compliance with the requirements of the TR CU 018/2011 can be carried out in the form of declaration or certification. There are a total of 11 different conformity assessment modules comprising the following steps:
