2007年10月6日成立海關(guān)聯(lián)盟，成員國(guó)為：白俄羅斯、哈薩克斯坦和俄羅斯。海關(guān)聯(lián)盟理事會(huì)是國(guó)家元首和政府首腦間組成的最高水平的權(quán)利機(jī)構(gòu)。
海關(guān)聯(lián)盟CU-TR認(rèn)證國(guó)家增加2個(gè)新成員，已經(jīng)是5個(gè)國(guó)家：
亞美尼亞和吉爾吉斯，俄羅斯、白俄羅斯、哈薩克斯坦
Белоруссии, Казахстана и России, Армении и Киргизии
海關(guān)聯(lián)盟法律基礎(chǔ)：
1、海關(guān)聯(lián)盟最高權(quán)利機(jī)構(gòu)的成員。
2、海關(guān)聯(lián)盟的目的和目標(biāo)。

海關(guān)聯(lián)盟主要海關(guān)法規(guī)：2009年11月27日,俄羅斯、白俄羅斯和哈薩克斯坦三國(guó)元首共同簽署了包括《海關(guān)同盟海關(guān)法典》在內(nèi)的9個(gè)文件。俄羅斯已新修訂的《關(guān)稅同盟海關(guān)法典》取代原來的《海關(guān)法典》?！蛾P(guān)稅同盟海關(guān)法典》的有關(guān)規(guī)定基本符合《WTO海關(guān)估價(jià)協(xié)議》的要求。
海關(guān)聯(lián)盟市場(chǎng)準(zhǔn)入要求：
英文：State Registration Certificate within the Territory of the Custom Union也簡(jiǎn)稱海關(guān)聯(lián)盟SR-CU國(guó)家注冊(cè)證。從2010年7月1日開始，由于關(guān)稅同盟（俄羅斯 、哈薩克斯坦 、 白俄羅斯）成立，衛(wèi)生證書（衛(wèi)生流行病學(xué)結(jié)論）統(tǒng)一被海關(guān)聯(lián)盟國(guó)家注冊(cè)證書取代。
國(guó)家注冊(cè)證書法規(guī)生效日：2010年7月1日開始
國(guó)家注冊(cè)證書有效期：無限期
國(guó)家注冊(cè)證書適用范圍：關(guān)稅同盟（俄羅斯 、哈薩克斯坦 、 白俄羅斯、亞美尼亞，吉爾吉斯坦）任何國(guó)家和區(qū)域。
國(guó)家注冊(cè)證書申請(qǐng)公司：任何公司均可以持證
國(guó)家證書簽發(fā)機(jī)構(gòu)： 俄羅斯衛(wèi)生部，哈薩克斯坦衛(wèi)生部，白俄羅斯衛(wèi)生部，亞美尼亞衛(wèi)生部、吉爾吉斯坦衛(wèi)生部

2010年7月1日開始受海關(guān)聯(lián)盟國(guó)家注冊(cè)證書SR-CU管制的產(chǎn)品清單如下：
1、礦泉水，飲用水包裝能力（兒童食品食物中使用），滋補(bǔ)品。
2、營(yíng)養(yǎng)保健品，孕婦和哺乳期婦女產(chǎn)品、飲食產(chǎn)品（醫(yī)療和預(yù)防）的食物，運(yùn)動(dòng)員（專業(yè)食品）食品，生物活性添加劑制造食品；
3、消毒劑，消毒產(chǎn)品在生活中的應(yīng)用手段（治療和，預(yù)防機(jī)構(gòu)及其他對(duì)象（除獸醫(yī)科學(xué)應(yīng)用））。
4、化工品/化學(xué)品、化工助劑等。
5、有潛在危險(xiǎn)的化學(xué)物質(zhì)及生物制品。
6、飲用水系統(tǒng)的材料，設(shè)備，裝置。
7、為兒童和成年人個(gè)人衛(wèi)生科目，潔具和兒童食品，兒童衛(wèi)生保健產(chǎn)品，兒童服裝。
8、有衛(wèi)生需求的產(chǎn)品和設(shè)施；
認(rèn)證時(shí)間：工業(yè)化學(xué)品1-2個(gè)月，其他產(chǎn)品3-4個(gè)月；

其他飲用水消毒化學(xué)品和保健品等管制產(chǎn)品要求提供資料：
1、企業(yè)需要提供英文或俄文的：MSDS (Material Safety Data Sheet)即化學(xué)品安全說明書，亦可譯為化學(xué)品安全技術(shù)說明書或化學(xué)品安全數(shù)據(jù)說明書
2、申請(qǐng)書
3、營(yíng)業(yè)執(zhí)照、組織代碼證、生產(chǎn)許可證（需要俄羅斯駐中國(guó)大使館公證）
4、俄文產(chǎn)品使用說明書
5、質(zhì)量管理體系證書（HACCP食品安全管理體系，BRC，ISO-22716化妝品行業(yè)國(guó)際標(biāo)準(zhǔn),ISO 22000食品安全管理體系，GMP標(biāo)準(zhǔn)，歐盟飼料添加劑預(yù)混料質(zhì)量體系(FAMI QS)）
6、制造商生物相容性申明。制造商關(guān)于存在基因工程、納米材料、激素、食品中的農(nóng)藥改變生物體的申明;
7、俄文外包裝（必須）；
8、商標(biāo)注冊(cè)證書（沒有可以不提供）。
9、正本或特定生物活性添加劑在食物中使用的文件的副本（含不明成分的，非正式的信件），保證與所在國(guó)家注冊(cè)的一致;
10、毒理分析報(bào)告。

State Registration Certificate within the Territory of the Custom Union
свидетельство о государственной регистрацииFrom now on, the state registration certificate of the Custom Union (CU SRC) will be a document proving compliance of products with sanitary and epidemiological regulations and will be valid within the territory of three countries of the Custom Union (the Russian Federation, the Republic of Belarus and Kazakhstan), and will replace the sanitation and epidemiological conclusions (as a result of the Custom Union Agreement on sanitary measures adopted on 01.07.2010).
Execution of state registration certificates of the Custom Union
The certificate confirming product safety is issued by the Federal Supervision Agency for Customer Protection and Human Welfare according a small list of products. This procedure can be carried out by territorial bodies of the Rospotrebnadzor.
The following parties can be the applicant party for an execution:
The manufacturer (producer) of goods in case of product registration produced in the territory of the Custom Union;
The manufacturer (producer) or importer (producer) of goods in case of product registration produced outside the territory of the Custom Union.
The applicant party can contact Rospotrebnadzor or use the services of an accredited certification body.
A period of the certificate execution cannot exceed 30 days from the date of the applicant party’s inquiry.
An order of execution includes the following steps:
reception and registration of applications;
expertise of the submitted set of documents and the results of laboratory tests of the registered good of conformity of uniform sanitary requirements;
coordination of the required data with the Party’s legislation (the party of the Custom Union), where the registration is carried out;
entry of data about registered goods to the Register of state registration certificates;
Execution and issuance of a certificate.
The customer should provide the required set of documentation along with an application for a certificate. The documents in a foreign language must be provided with a notary certified translation and have an Apostille.
The cost of certificates and declarations execution can be verified by a shanghai SEC manager.
The following products are subject to the official registration in the territory of the Custom Union:
Mineral water, bottled drinking water, tonic beverages and alcoholic products;
Specialized food products including infant food, dietetic foods, sport nutrition; BAAs to food, raw materials for BAAs production, organic products.
The food products received by means of usage of genetically modified organisms.
Beauty care products, goods and items of oral hygiene.
Disinfecting, delousing and exterminating products.
Household products.
Hygiene items for children and adults.
Goods designed for a contact with a food (except housewares, eating utensils and process equipment) and others.

What document should be executed if the products are not included on the list of the official registration of the Custom Union, but has been subject to sanitary-epidemiological expertise earlier?
A document confirming the product’s compliance with applicable requirements is necessary for current products. Therefore, a GOST R declaration of conformity must be executed with the participation of a third party (a testing laboratory or certification body).
